 yes, i think it is.  It seems to me that encouraging people to set up any
 sort of virtualized node on a large provider runs a risk of increasing the
 opportunities for node collusion, even if the node operator (the client of
 the virtual provider) doesn't intend to do so.  is there a way to avoid or
 mitigate that risk?
