 The N23 design (see http://freehaven.net/anonbib/#pets2011-defenestrator)
 looked promising based on the ExperimenTor simulations.

 What do the Shadow simulations think about it?

 What knobs should we expose to be able to tune it in practice? What are
 the recommended initial guesses for those knobs, and how sensitive are our
 expected performance results to changes in the values, or changes in
 network load?
