 This gets my vote. I have a couple of tickets marked needs_review assigned
 to me where I actually need someone else to do something before I can
 proceed (merge, etc). The best case scenario with this is that the
 developers who decide to use it are more productive, organized, and happy,
 and the worst case is... a confused user uses it? (I can't think of
 anything bad right now.)
