 Observation: if my hypothesis about this being triggered by spliced
 rendezvous segments coincidentally sharing the same p_chan is correct,
 then this is only feasible to observe on fast relays, since the frequency
 of rendezvous events should scale with relay bandwidth, but the probably
 of a second circuit choosing the same link would also scale with relay
 bandwidth, so I think the probability per unit time for this to occur is
 quadratic in relay bandwidth.  That explains why I've been unable to
 observe this in weeks of test runs on my little 80 kbyte/sec test relay at
 home.
