 We want to update our default torrc only infrequently, since it hassle for
 users of some operating systems, but it may be time eventually.  Let's
 list the places we might want to update here on this ticket, so that when
 we *do* update, we'll know what we want to add.

 * The *4 and *6 syntax for exit policies.
