 It appears to be stem.

 I can enable any changeset, but when I enable all of them (Changesets in
 all repositories) I get an error. When I enable stem I get the error
 above.

 The latest changeset for Tor is from 11/07/13, so it can show changesets
 and it doesn't just trigger for changesets supposed to be displayed.
