 Oh hey.  I noticed that compression was missing in the Jetty setup, but
 didn't think that this could have any (negative) effect on performance.
 But this is plausible, because we're taking the last timestamp after
 flushing the connection, and if we're limited by client bandwidth then
 this could show up as higher response times.

 I applied your patch, squashed it into your earlier patch, rebased that to
 master, updated the protocol version in build.xml to 2.0, pushed it to my
 repository as task-13089-4 branch, and deployed that on the server.  I'll
 wait a few hours before making a new performance graph.  I'm optimistic.
