 Looks like we should add a notion of a "canonical entry" for each distinct
 IP:port and ed25519 key, so that we have duplicates in neither. This is
 probably whatever we found to be reachable last at that IP:port / the rsa
 key that we talked to when we were last saw that ed25519 key. Yuck.

 But, good news: This could be one of the oldest bugs in tor :p
