Comment (by teor):

 I wanted a multiplier of 2.5, but we settled on 3, because, integers.

 In 0.3.0 or 0.3.1, I think we should consider having the next delay in
 [delay*2, delay*3], rather than [delay, delay*3]. This would increase the
 average and lower bound, and decrease the upper bound (I don't like the
 range in the current model). The initial values might need some tweaking
 after this change.
