 gamambel and pastly are helping us with experiments. Following Sebastian's
 suggestion (derived from Dhalgren's work in #18580), they added
 {{{
 options timeout:5 attempts:2 max-inflight:8192 max-timeouts:1000000
 }}}
 to their resolv.conf, and restarted their exits.

   gamambel: HaveHeart, CriticalMass, sofia
   pastly:   StanMarsh, KyleLobrovksi

 I ran my test script again on their exits plus a few more, and here are
 the results:

 Unfortunately gamambel's relays seem to have gone down entirely so they're
 missing from these results -- not sure if the reason is related to the new
 settings. I will run the test again when they're back up.

 I think it's at least promising that DNS is working on pastly's exits. It
 will be especially convincing that we have found the cause if we revert
 the resolv.conf settings and DNS stops working again.
