 I'm not sure that retrying is a good idea in general. Clients can just try
 a different exit node. This should be a rare occurence anyway. As for
 overwriting resolv.conf values - yes, that happens, but libevent doesn't
 expose an API to do it a different way afaict. We do it already for some
 stuff. Maybe an acceptable alternative is to allow overwriting these
 values via torrc parameters?
