 {{{TRAC_ADMIN}}} is kind of root of a trac system. So this user has all
 the permissions which are existing. I assume that one of the permissions
 from https://trac.edgewall.org/wiki/SpamFilter#Permissions is relevant
 here. We would need to test if this is the  case and wich is relevant.
