Comment:

 I've attached a patch for this.

 It removes that link to an old trac ticket from the navbar and also
 updates our contact link so that confused users don't email the wrong
 people.

 The text reads:

 >The Tor Metrics team plans to shut down the Compass service at the end of
 December 2017. Aggregated search functionality has been integrated into
 Relay Search (formerly known as Atlas) to give a unified tool for
 exploring both single relays and aggregations of relays.
 >
 >Please ensure that all the functionality you require is available in
 Relay Search before Compass is shut down. If any functionality is missing,
 please file a ticket to request that it be added.

 The Relay Search link goes directly to the aggregated search page.

 Anyone following the link to file a ticket will file it with the parent ID
 set to #24445 so that we can't close that bug without their issue being
 addressed. Obviously this doesn't stop people removing it or filing
 tickets without using the link, but it's a good default.
