Comment (by pastly):

 If the scanner is configured to make multiple bandwidth measurements
 [https://github.com/torproject/sbws/blob/9f537092cae2611f16f298a04175034e21360de5/sbws/config.default.ini#L48
 (which it is by default)], then it will make measurements back-to-back
 until it has that number of acceptable-length measurements.

 So any single measurement wouldn't necessarily have to last the entire 10
 second period.

 I'm assuming the goal is to give relays at least 10 seconds of traffic so
 they can get a nicer observed bandwidth in the absence of real client
 traffic.
