 Sounds like a decent hack. We should kick out a notice (or warn) logline
 when we decide to ignore the timeout cutoff, though. Perhaps also with
 some stats about opened ORConns and maybe Guard/Bridge reachability?

 Do you know if it was because they changed guards/bridges, because TLS
 connections were being throttled, or if it was some other mystery factor?
