 What is the problem with my suggested fix ([comment:4]), and why are all
 these flags needed?

 The documentation for `CREATE_NEW_PROCESS_GROUP` states:

 > Process groups are used by the [http://msdn.microsoft.com/en-
 us/library/windows/desktop/ms683155(v=vs.85).aspx
 GenerateConsoleCtrlEvent] function to enable sending a CTRL+BREAK signal
 to a group of console processes.

 What we really need is a good document that explains the process model of
 windows, from which we can devise a coherent strategy, rather than trying
 to patch together a coherent strategy from disparate sources of API
 references.
