 I don't like the risk involved in 02, so I'm going to skip it when I
 create a branch on github.

 02 restricts the types of alternate authorities to the type they are
 declared as - for exampe, a bridge authority will only be of bridge type.
 This might not be ok - '''it may stop bridge authorities being asked for
 microdescriptors''', for example.

 I don't know enough to understand the effects of 02, and I'm not sure it's
 a net gain, even if it works.
