 Good point! I indeed was talking about bwauths, when this issue is about
 dir auths... apologies for the mixup.

 It would be primarily run by me, like all the other Tor-related things
 that Riseup does. Although I've never been to a dev meeting, I have met
 quite a few of the Tor people.
