 Vietnamese is one of the TBB packaged languages, but it's not one of the
 language options in the installer:

 According to
 http://nsis.sourceforge.net/Examples/Modern%20UI/MultiLanguage.nsi, it
 should be possible just by adding a line:
 {{{
   !insertmacro MUI_LANGUAGE "Vietnamese"
 }}}
 But Vietnamese probably requires #13469 to be fixed first, before it will
 show up in the installer's dropdown list.
