 OONI aggregator needs a disaster recovery procedure.
 Specifically we need to be able to recover from completely losing the OONI
 Aggregator and associated datastore service (in this case mongodb).

 At this time the Aggregator and the mongodb datastore are operating on the
 same machine in different Docker instances.

 This ticket should result in documentation and/or automation for recovery.
