 Reviewed `223d354e344ad3d07766b7c19e1841342c270ad2` and it looks good, I
 think.

 Should `WRA_NEVER_DOWNLOADABLE()` also include `ROUTER_WAS_NOT_NEW`? IIUC
 you get that if you have already have a newer version of this extrainfo
 descriptor. Do we want to keep on asking in that case? Or did I
 misunderstand?
