 Probably the "txtorcon complaining" should be changed; I've filed
 https://github.com/meejah/txtorcon/issues/138

 But, what's going on there is that txtorcon is asking for the router
 locations and tor is sad that it doesn't have GeoIP data, so issues the
 551 protocol error. So, I *think* this is just annoying noise in the logs.

 p.s. *did* you try doing what OONI suggested (running with --update-
 resources or whatever)? Perhaps they download a "private" copy of the
 GeoLite database?
