 Prefacing this with the mandatory IANAL (I am not a lawyer) a header,
 while a pain in the ass, is the 'right' way of listing it as far as I'm
 aware. Take a peek at the Stem repository. All of the source files (with
 the exception of the tests) have them...

 If we bundle other codebases within us then we should note that (and their
 license) in the readme. However, that's separate from these headers and
 the LICENSE file.
