 Right. It's because it does

 return rend_service_non_anonymous_mode_enabled(options);
 }}}
 When introducing this torrc option this func should be changed to
 something like
 {{{
 return options->RevealOnionServiceStartupTime ||
        rend_service_non_anonymous_mode_enabled(options);
 }}}
