 Thanks @mrphs for helping us debug this further. This bug is biting us
 pretty bad, both because we depend on Authenticated Hidden Services for
 administrating servers but also regular Hidden Services to serve content.
 It may not be related but according to Metrics, it looks like Hidden
 Services are timing out more? I don't know if that is related but I added
 it to the ticket. For now, we are restarting Tor and hoping it comes back
 quickly.
