Onion browser can be signed with a Enterprise Distribution certificate, so
that the app can be Distributed outside the App Store and allow users in
China to Obtain the app evening though may be removed from the App Store
in China.

There is the possibility that distributing the app like this may not be
acceptable for their terms of service.
