 That does sound like a plausible summary of where we are.

 Udo: how quickly does your relay experience this bug, after startup?

 And, do you have any weird torrc options set?

 Can you remove as many torrc options as possible, while still experiencing
 the bug? If so, can you tell us what minimal set of torrc options still
 trigger it?
