 These are the steps I followed to reproduce in Linux.

 1. Extract `tor-browser` 9 to a new folder, so that `tor-browser_{locale}`
 is the only one there.
 2. Run tor-browser.
 3. Close it.
 4. Rename `tor-browser_{locale}` to something else.
 5. Run again.
 6. Check that the extension icons in `Customize...` are gone (and the
 other issues mcs mentioned in comment:21).

 Can you confirm whether you still cannot reproduce with these steps?
