 Our current torperf requests get cut off after a certain threshold, to
 make way for the next torperf request. None of our torperf output graphs
 give any hints about what fraction got cut off. If 10% of our requests are
 silently never getting answers, this is a big deal.

 We should figure out some way to track timeouts over time also in (or
 near?) the graphs.
