#3921: Allow windows+de in addition to windows_de

Comment(by kaner):

 Keywords like "windows_en" and "windows_de" are the *internal* format
 GetTor uses to know what he needs to send out. This isn't advertised
 anywhere. After parsing emails, GetTor adds a _{language code} to each
 package in order to match the corresponding configured answer package.
 Users should never use this directly, but always use the typical
 "gettor+fa@tpo", "gettor+de@tpo" address format to request the language
 they want.

 GetTor doesn't react to package requests with a "package+{language code}"
 in the body of the email. It could be discussed whether we should add such
 a feature. We had a similar feature like this once, where users could say
 "tor-browser-bundle" in one line of their email and then in another line
 "de" to request a specific language package. We got rid of that feature
 because we thought too many options confuse users. However, I'm not a fan
 of adding every other wrong usage example by a handful of users as a new
 GetTor feature. Rather I'm a fan of improving the help texts to a point
 where users actually use GetTor the way its meant to be used. I'm open for
 suggestions here.
