 Those two relays are running the Debian stable version of Tor, which is
 maintained by our Debian guy (and gets security fixes).

 The Tor directory authorities do block relays running bad versions from
 joining the network. Currently that means rejecting relays older than
 0.2.0.26-rc and relays running 0.2.1.3-alpha through 0.2.1.19.

 You don't want to choose your paths differently than the rest of the Tor
 population, or you will stand out in poorly-understood ways that could
 greatly harm your anonymity.

 And finally, it makes no sense to run an old Tor version as a relay in
 order to try to deanonymize users. If you wanted to be an attacker you
 could try to deanonymize users no matter your Tor version.
