 I foolishly offered to try to help everyone untangle #2905 and related
 tickets (there are like 3 or 4 now, I think?) into a proposal document.
 The issue touches too many components, and I think we're epically lost in
 confusion as a result.

 I commit to providing an outline of our plan and/or minutes as part of my
 herding responsibilities.

 I do not (yet) commit to writing the entire proposal.
