 Set "FetchDirInfoEarly 1" in the torrc for each Tor that should fetch that
 way. This will not only cause them to ask the authorities directly, but
 they'll also ask on the "dir mirror" schedule (i.e. within the hour after
 the consensus is made) rather than the "client" schedule (within a few
 hours). See directory_fetches_from_authorities() for the gory details.

 There's no easy way to do it.
