 If that hypothesis is correct, though, then this bug was present prior to
 channels.  The same loop structure and assert are present in the relay.c
 that the channel_t branch forked from:

 Possibility: the bug was always present, but the way the channel code
 affected the write path made it more likely to call
 channel_flush_from_first_active_circuit() and ask for more than one cell
 than ever was the case with
 connection_or_flush_from_first_active_circuit() ?
