Comment:

 Probably not an attack, since there has never been a version of Tor that
 wouldn't detect that and refuse to connect to it.

 That router (bauruine2) probably has a configuration issue of some kind,
 or its upstream provider does.  It wouldn't hurt to drop them an email at
 their published contact address to ask what's up.
