 I experienced the same symptoms.  Specifically, I was on 4.0dev-8,
 upgraded to 4.0dev-11, and experienced very long delays loading webpages,
 especially those with allot of third-party content, like
 "wunderground.com". When I used the plugin to "Disable HTTPS Everywhere",
 the delays disappeared.  I downgraded to 4.0dev-10, which had the same
 symptoms, and then downgraded to 4.0-dev-9, which did not have the
 symptoms.  Not wanting to be stuck using an "old" version, I tried 3.4.1,
 which did not have these symptoms. For now, I'm using 3.4.1, hoping that
 upgrades to 3.x won't introduce this bug.
