 I can't find anything wrong with the current Tor Cloud instances. That
 leaves us with:

  * Some bridges are unable to upload descriptors, possibly related to the
 botnet
  * People's free tier ended and they chose to shut down their instances.
  * Old instances with Hardy may have issues with package upgrades, somehow
 causing tor not to run.

 I'll keep an eye on the graph in the coming days/weeks. arma suggests we
 should ponder ways to get contact info for people running cloud bridges,
 so in the future we can ask them.
