Comment (by isis):

 If a client has the old IP address of a bridge and its fingerprint, and
 `UpdateBridgesFromAuthority 1` is in the client's torrc, then the new IP
 address will be automatically fetched and used.

 `UpdateBridgeFromAuthority` is currently disabled by default because it
 tries to contact the BridgeAuthority through the current bridge, to get
 the bridge's new descriptor. Which, if your current bridge isn't working,
 this isn't very helpful.

 Unfortunately, in either case, BridgeDB can do absolutely nothing about
 this. I can't say "Hey you, web UI client that I had two weeks ago! Come
 back! I have a new address for that bridge I gave you!" And, when you
 visit the website later, you will get different bridges anyway.
