 This should be mergable.

 It's basically mike's patch with it made configurable, though not in the
 way rustybird did it because that's broken (`isolation_flags` is a
 uint8_t). I could have extended the width of the flag field instead of
 carving out a separate thing for this, but it really feels like something
 that should be separate, and I didn't want to dig through all the code
 that assumes it's an 8 bit value.
