#17008: User graph still committing to a value too early?

 shows the total number of users in the Tor network going from 2M to 1M in
 the past few days.

 Is this another case where we don't have data from all relays, so we
 extrapolate a number that looks wildly inaccurate? If it's inaccurate, it
 will confuse some people looking at the graph. If it's accurate, we should
 know that too. Thanks!
