 My branch `bug16069-exit-policy-inconsistent` on
 https://github.com/teor2345/tor.git has the following changes:
 * Fix up some comments in the exit policy
 * Warn when parsing torrcs if we have an IPv4 address on an
 accept6/reject6, or an IPv6 address on an accept/reject
 * Modify accept/reject * to mean IPv4 only, rather than IPv4 and IPv6, and
 various consequential changes, including documentation and unit tests. Add
 a changes file.

 I'm not so sure about the final commit, is it too risky for 027?
 (But it's what we need to do to avoid confusion over the meaning of
 accept/reject *)
