Comment:

 Adding `-f` to `git submodule update` broke our build on Lucid for Linux
 :(. I guess we probably could either omit this generally on Linux or do
 this in conjunction with adding `--recursive -f` to our `fetch-inputs.sh`
 while we are updating the https-e repo anyway.
