Comment (by vi):

 This might be too radical.. but... what about, where the operator hasn't
 specified a preference yet in torrc, enabling it on a random selection of
 *some* of those relays, say 10%. That would give the benefits, without
 raising so many concerns about privacy, safety, and so on. It could be
 increased later, if that is still not robust enough.
