 It doesn't appear to be an issue with the exit policy (the only IPv6 rules
 are either private addresses, wildcards, or port rules), and the changes
 for #16069 and #17027 were merged after 0.2.7.2-alpha.

 Which version was the exit policy over arm retrieved from?
 I'm not seeing your relay's IPv6 address blocked, which was the point of
 #17027 (merged in 098b82c7b2a6 on 15 September 2015).
