 How to reproduce:

 1. Get an obfs4 bridge from BridgeDB http://z5tfsnikzulwicxs.onion/
 2. In `torrc` change `iat-mode=0` or `iat-mode=1` or `iat-mode=2` with
 `iat-mode=मस्तेआपकै`.
 3. Relaunch tor, it should fail.
