 The comment and the associated code were Roger's and Nick's from 2005 and
 2011, respectively.. But the effect of the lines is that this circuit is
 now considered fresh by the various timeout things that care. Since this
 is on an entry conn (and not a circuit), I'm guessing that the applicable
 timeouts would be stream and general connection timeouts. I've not worked
 on those. I've only worked on circuit and orconn timeouts.
