Comment:

 Do you have "Controlled folder access" enabled on your Windows system?
 (see: https://www.windowscentral.com/how-enable-controlled-folder-access-
 windows-10-fall-creators-update) Tor Browser is currently not compatible
 with it when installed to your desktop. See: #30976.
