[tor-commits] [torspec/master] In addition to the content, explain the format too

commit f9e111ead769d48441d99b52039ef0ccbd3f2c62
Author: Sven Herzberg <sven.herzberg@xxxxxxxxxxxx>
Date: Wed Jan 13 17:43:53 2016 +0100

In addition to the content, explain the format too

The term â??X509 certificateâ?? actually only describes one part of the
format. Be more explicit to mean DER encoded certificates (in contrast to
    PEM encoded certifcates).
