    Stop treating turtles as a bandwidth authority
    
    As a bandwidth authority turtles has been down for many months. Mike isn't sure
    how to fix it, nor is restoring it someplace on the horizon. I'm tired of
    getting email about this so it's about time we stop treating it as a bandwidth
    authority.
