    Implement bridgedb.bridges.Flags for storing/parsing flags.
    
     * ADD bridgedb.bridges.Flags class.
     * CHANGE bridgedb.bridges.Bridge.flags attribute to be an instance of
       bridgedb.bridges.Flags.
